Casey’s General Stores (CASY), an operator in the convenience retail industry, is trading higher this afternoon after reporting earnings for the fiscal first quarter. I’d have to assume, however, that some of the bid is based on the idea of a takeover transaction eventually being completed, perhaps at a higher price.

According to Briefing.com, earnings of 81 cents per share merely met expectations. And sales of .36 billion came in slightly light of the analyst call. One very positive element to the story can be found in the press release. The dividend that will be delivered in November represents a 35% increase over the previous payout.

Offsets are credits for projects or technology, such as tree planting, that reduce greenhouse gas emissions

VANCOUVER, March 18 (Reuters) – Members of the Western Climate Initiative laid out some of the ground rules on Thursday on the use and timing of carbon offset credits allowed under its planned emission cap-and-trade system.

The seven western states and four Canadian provinces have decided to stay with a plan laid out last year that would limit use of offset credits and allowances to no more than 49 percent of emission reductions.

The offset limit will be calculated as a percentage of compliance to allow the W.C.I. to be more easily linked with other trading systems, such as one now under way in the Eastern United States, an official of the group said.

Offsets are credits for projects or technology, such as tree planting, that reduce greenhouse gas emissions. Emitters such as power plants can buy offsets to meet the requirements on cutting emissions blamed for climate change.

The use of offsets is among the many details the W.C.I. is working on for the trading system, which is set to launch in 2012 and is designed to meet a goal of cutting greenhouse gas emissions to 15 percent below 2005 levels by 2020.

The recommendations endorsed by the W.C.I. last week in Vancouver, but not made public until Thursday, will now be adopted by each of the jurisdictions as they draft their regulations.

The W.C.I. said placing limits on the use of offsets would be easier to administer, and it rejected suggestions the offset limit be adjusted annually to allow for a carry-over of unused offsets, saying that would make it too complex.

In addition to California – which has the eighth largest economy in the world – the W.C.I.’s members are Arizona, New Mexico, British Columbia, Oregon, Ontario, Montana, Utah, Washington, Quebec and Manitoba.

Not all of the members expect to be ready when the trading system starts in 2012.

Cap and trade

With sophisticated high-frequency trading and quant funds, it seems that the proverbial Hal 9000 has taken over Wall Street. Of course, a stark example of this was in May 6, in which the market inexplicably lost 2 billion in market value within 20 minutes. It was the “Flash Crash.”

Since then, the SEC and other government regulators have been investigating the matter. Already, there are some changes that have been put in place, such as circuit breakers. And yes, these have been triggered in some cases already.

Corn Products (CPO) closed at .54. Corn prices rallied to a record high for the year on Friday as traders questioned whether crop yields will fall short of expectations. CPO overall option implied volatility of 32 is below its 26-week average of 37, according to Track Data, suggesting decreasing price movement.

Chevron Corporation (CVX) closed down 95 cents to .05. Crude oil futures are recently down 1.25% to .67 according to Bloomberg. CVX September put option implied volatility is at 27, December is at 25. That is near its 26-week average of 26, according to Track Data, suggesting non-directional price movement.

Options traders appear to be setting up for a bullish move on Host Hotels & Resorts Inc. (HST). Traders plowed into 2,416 new call option contracts — 5.39 times the average volume — on the stock on Tuesday. And we know that traders were eager to get into this trade because 96% of the trades came in on the ask price.

Host Hotels has been consolidating in what looks like a bullish pennant for the past few months. The stock closed Tuesday at .97, down 3.85% during the past month.

Option traders also look like they are preparing for a bearish move on Leucadia National Corp. (LUK). Traders bought 1,504.00 new put option contracts — 5.88 times the average volume — on the stock. A full 100% of these trades also came in on the ask price.

The stock closed Tuesday at .69, up 5% during the past month.
